Default Fuel pressure problem

Hey guys i have a problem. I have just installed a Walbro HP fuel pump. I cant get the pressure to adjust under about 52 psi.(with with the vac. hose on). I dont know what the problem is, I have tried two different pumps, bought two different fpr ( aem, b&m) and tried two different gauges. I dont know what it is. It will go to the stock pressure on my stock pump, but when i install the aftermarket pump it wont back down past 52 psi. Does anyone have any idea? Is this natural? Here is my set up:

93 Civic Hatch
95 B18b
Drag III kit
Walbro HP fuel pump
Guage and AEM fpr
AEM fuel rail
AFC and 450 injectors
MSD Ignition 6a
Blaster Coil, and cap
60mm Boost and EGT Greddy gauges
Turbo Timer
2.5in. custom exhaust

Hondata and 500 RC injectors on the way!

You cant use the with the AEM FPR it has three different size orfices to choose from. I have the largest one in and it still will not drop any further.

My friend had the same problem, he used TOO's trick but ended up going a little extreme with it. He finally got his pressure down after drilling a .090 size hole.
