Engine step deck concern

Why do most local machine shop say step decking is not possible... Unless I put new sleeves in and they can manchine the new sleeves to be higher. Is stepping require a special type of machine??

Step decking requires a cnc mill and basic local machine shops use a single fly cutter that cuts the deck of the block in one pass.
