You mentioned AEM, so I assume that it is within your price range. AEM seems to have many options that you may not use immediately, but will most likely want to setup in the future. Here are the ecu's made for ef's.
AEM EMS P/N 30-1080(U)
1988-1991 Acura Integra
1988-1991 Honda Civic (Except DPFI)
1988-1991 Honda CR-X (Except DPFI)
AEM EMS P/N 30-1081(U)
1988-1991 Honda Prelude (Except SOHC)
(U) represents an EMS with the optional Internal Wideband UEGO Sensor
Correct me if I'm wrong (im sure someone will), but it seems that AEM has an ecu that will work for you. I have one and am just breaking into learning what it can do. It's pretty impressive.

i dont know if the aem ems for obd-0 is out yet...? i opted for zdyne for my obd-0 setup, vtec, nitrous control and tune on the fly, 3bar support, launch control, plug and play etc.. they can be found used for not too bad a price.

of all these people recomending different ems's, who has actually used them?
if you're going to tune yourself, then you need to base your decision off of what YOU like and what you can afford. if you aren't going to tune it yourself, see what your tuner can actually tune. hondata is a well known system that most people have dealt with, and will be willing to tune.
good luck
