Does this price sound about right? It has about a 3 - 4 week downtime which sucks.

Well you need to figure out an exact price,

sleeves- $1000
AC FR kit- $4200
Hondata/b- $425
rods+pistons- $850
Blitz BC- $400
JG edelbrock IM- $300
1000cc inj- $325
Tuning and install- $whatever
