Default Does head need to be touched for semi-high boost applications?

lets say you have a b18b that is sleeved, has aftermarket pistons and rods. can the head handle 15psi daily? ie valves, valve seals, etc?

oh, and whats it take to rev a ls to 9k? valve springs, retainers, balanced crank? anything else?
