Do I need the 2nd o2 sensor?
Do I need the 2nd o2 sensor on my '99 teg ls, the one after my cat? I plan on running a 3" straight through pipe off of my downpipe, no cat, just muffler. I'm runnin uberdata and I think I recall there being a setting that I can disable the 2nd o2 sensor, is this correct? If I don't have the 2nd o2 sensor will I be able to run in both open and closed loop?

No, there is a conector that you can use to unplug it. Where the wires go through the body of the car there should be a rubber plug, pull that out and you'll see the plug I'm talking about.
