Default Do I have a broken FPR?

I got my car tuned recently. The fuel pressure was really high before (~70psi). We turned it down to abour 45psi to tune it. I was cleaning the IACV today and noticed that the pressure was back up to ~80psi without touching anything. I lowered it back down, but then the car felt like it had absolutely no power and was bogging. I upped the fuel pressure back up and it ran like normal. Whats the deal?

maybe the tuner didnt tell you he raised it when tuning?

no i was standing there with him and we took the nut off and screwed the thing out till it went back down to normal pressure. we even had to brign it back from street tuning so that we could lower the pressure and build different maps. no one touched it since then
