whats the ABSOLUT cheapest one can get a turbo for?

i priced a swap at about 3 grand....can turbo be done for cheaper....and with moderate boost (about 11psi right?) can this be doen without engine buildup?

 

you [I]could [I] build one with a DSM turbo/manifold etc. as detailed on some other sights, but thats iffy. fmax's are 2.5-3.5 it seems, can see what everyone else says.
