Default cheap turbo help

I want to cheaply turbo my 98 civic ex for a local race is there a certain kind of older car I could find a suitable turbo on? Its against the rules of the race to spend more than 500 bucks on the car so I want to do this cheaply, I found an older Volvo but the turbo looks to small to use. What should I look for?

Volvo and Subaru.
No point in getting a huge turbo without the budget to make it work.
You don't really want more than 220hp+- anyway with that budget.

100 shot is alot, i would start with a 50 shot then 75 if 50 isnt enough.
kits can be had for 350, add colder plugs and ur good to go
