does it matter if their used? will it effect any performance/reliability?

If you're on a budget, sure, go ahead!!

You'll want to make sure the pistons are in good condition (no major chips, scratches, make sure there aren't any scuffs on the side skirts. Throw a new set of rings on there and go. No reason to buy new ones if the used ones are still okay.
