Default Built Turbo setup, Loss Power??

b18b1, wiseco 8.4-1 pistons, eagle rods
Arp headstuds, stage 3 clutch, precision 650cc inj.
Skunk2 intake mani, peakboost turbo mani, turbonetics t3/t4 BB turbo
Tial WG 38mm, Greddy type s BOV and walbro FP.
Basic setup, anyways originally before i bought the engine, it was dyno'd at
281whp at 10psi. not bad, ok the motor has been rebuilt to keep in mind.
I had it re-dyno'd at 11 psi and on neptune, it only made 214whp? WTF???
Rings, valve seals, bad turbo possibly?? i checked the shaft play and its decently
aggresive. It pulls hard and spools fine and holds boost fine. I hope it isnt rings but
any help would be great.

Check the length of your dumptube, if your dumping hot air into the inlet of your turbo will cause situations like this. check for a boost leak in your piping somewhere, is it a reputable tuner your using? tuning yourself?

to clear up the compression test. im not 100% on the numbers but, i believe it was in the range of 135. i know that is low, im not sure the 8.4-1 pistons would drop it that low or possibly bad rings?
The guy is a good tuner and the dump tube dumps right at the ground near the oil pan.
No boost leaks im aware of. It holds 11 fine, but 214 at 11psi, i still cant believe that.
Other than a compression test which hAs been done.
again any help is great and thanks to those who are replying.

ok just to update on the situation, when the car was tuned and it made 214 it had a crack in the turbo manifold. it was a decent exhaust leak and hurt spool. Im fixing the mani as we speak well my shop is, this should help out on the out put of the turbo. but that aside i check the shaFT play of the turbo and its mildy aggressive side to side, in and out isnt at all but im afraid the journals are worn out, or BB. which ever it truly has is worn out, would this effect the efficiency of turbo being that the bearings are possibly shot??
