Default BOV Problems on my Si turbo.

I currently have an 07 Civic Si with a GReddy turbo kit. I'm running the kit without a cat, and a recirculated HKS SSQV V.2 BOV. The boost spikes to about 7-7.5 psi. I just recently had the BOV installed and I ran the kit without one for a month so I know what compressor surge sounds like. Once the BOV was in, I noticed the compressor surge sound was still present. It flutters whether I'm at partial boost, or full boost. Does anyone know how I should go about fixing this?

hook up your vacuum line to the throttle body and have your boost gauge line teed in with the FPR, when your car is idleing.. the bov should be open.. maybe the spring is too tight or does it even have one?
