Default boost spikeing

ok, i have a tial 38mm wastegate with a .4 or 6lb spring on a drag manifold with a turbonetics t3/t4 turbo on a b16a, i have the vacuum line running from my intake manifold to the side air inlet of my wastegate. ok, now heres my problem, it shoots right up to 6 lbs, but once i get into vtec the boost just starts to raise accordingly to the rpms, and i dont want to see how far itll go cause i cant really rebuild the motor right now, but it has been up to 9/10 lbs, on a stock motor. it is possible that the the vinyl/rubber piece on the inside might have a whole in it, or could the spring just be shitty? or what? any help would be great. i also know that an external wastegate is used to minimize boost, so would that mean i need a boost controller to maximize?
