Boost, air flow, and Engine's....?

Boost, air flow, and Engine's....?
Is there a way to determine when an engine will run into a wall with boost/airflow?
In other word's, at what airflow/boost the engine stop's consuming.
There's gotta be a way with measuring Bore, R/S, valve size, air flow that the engine is being fed.
Am I right?
Or is Dyno testing REQURED to find the level?
