Default blow off valve not working

my friend has a 2g eclipse and he just put a t3/t4 turbo on it with a greddy intercooler kit and type s bov. The valve on the bov doesnt open when the engine is revved. The car feels really slow. The piping was put on at a shop and he has double checked the installation. You cant hear the bov at all. The t3t4 does have an internal wastegate and there is a nut on the actuator arm that just spins freely up and down. Does this need to be tightened in any way? any ideas? thanks

make sure you have it hooked up to a good vacuum source. what are you using as your vacuum source?
