Default Block/Head problems

Ok, here is my dilemea. I rebuilt my B16 motor and it consist of a B16 block with JG sleeves and cp pistons with scat rods. The motor had cracked a small portion of the outside water jacket, so i had a shop weld it back together for me and i re assembled the motor. All was good until i put the head on and went to set the timing on the motor. When i turned the crank, it wouldn't turn at all. I had the head tq down to arp specs which was 80ft lbs. The block was decked and the head was shaved also to ensure of no warps or anything. I used a GE 84mm headgasket which is a stock gasket just bored over. So im guessin that i need to get a cometic gasket thicker than what i have now correct? Also, i know the clay trick also but it wouldnt matter in that area cause i know that its hitting. And i took the cams out and the same thing. Any other ideas will help out alot guys.

Thanks alot

you said you assembled the motor after the block repair......did you put the crank in with new bearings? did you not rotate the crank to make sure it spun freely?

The crank and pistons and everything spun free with no problems.
I sure did. Ive built several motors for people, no problems before. I just got off the phone with the machine shop and Race eng.. my block was decked 12,000 off, and were not sure how much Jg did it. So right now as the block sits, its at 0 tolerance. So im going to go with a Cometic, yeah i know, cometic gasket thats at 60,000. So hopefully that will fix my problem.
