What is better a bar and plate or a delta gate inter cooler for a b20 vtec boosting 8-12 lbs on a daily driver

There hasn't been a true delta fin style intercooler since Apex'I Integration in 2003.

here's the real question you want to ask..

Intercooler sizes and types..

Is there any advantages in useing a air to water with a heat exchanger in a daily driver since you cant run ice water all the time or is it more for race cars

no advantage. that's mainly for drag race cars that sit idle between runs. keep it simple.
