Default bad turbo???? NEED HELP!!!!!!!!!!

I bought a garrett t3/t04e from 035psi on here and i got it today. I took the compressor housing and turbine housing to look at the blades, measure the wheels to confirm i got what i paid for and as i take out the compressor housing i saw a bit of oil inside.
then I take off the turbine housing off and the round piece right behind the wheel is loose. it spins and it moves a bit up and down.

**NOTE** theres no shaft play and he said it didnt have alot of miles and doesnt look like it but you never know.

atleast put the turbo on if you are trying to see if it smokes or oil is leaking past the seals. Even with oil there you are not 100% sure it is leaking oil or smokes. As far as size bust out the caliper and do a little research on the internet. Good luck man wish I could help you.

that round part behind the turbine wheel is normally loose when you remove the housing, its there as a seal, to keep the exhaust out of the center section, when you reinstall the turbine housing it will hold it in place.
