I have one number 1, two number 2, three number 4, three number 5, one number 6, three 7, one 8.
And one 0, another 0 has a dot infront of it.
How do i know which number goes where?

on a vtec head it matters where the rocker covers go, i think the point to the driver side and increase in number as you go to the pass side.

This is a non-vtec head, the number doesnt make sense.

yeah just adjust the valvelash accordingly once you place them in.
the cam caps have to go in order i think, at least thats how ive always done it. I is for intake, and E are the exhaust. they always point toward the camgears, and the #'s start with 1 next to the gears and work their way toward the distributor side
