Advantages of a open deck and closed deck block
I did a search and couldn't find anything so I was wondering what the advantages of an open deck block compared to a closed deck block or vice versa.

i'm no authority, but i'll take a stab at some generalities....
closed deck blocks are generally stonger, and often come in cars that are turboed from the factory, like DSM'S. i think the prelude H22 motor has a closed deck but i don't know why.
open decked blocks are generally not as strong but can be cooled much easier since the coolant can flow all around the sleeves. since everythign is cooler you can run a more agressive tune and get more power. keep in mind though that "not as strong" may be a relative term...some ppl have made over 600 hp on stock honda sleeves!
i think the best of both worlds would be the GE sleeves...they are solid as hell and an open decked design with reinforcements so you get plentof strength and cooling. plus i have them

A open deck block is accually a cheap way to build a engine which the head forms the top of the water jacket. What this means for us is that the cylinder sleeves will accually wobble a bit at high levels of boost or high rpm. So if I remember correct the closed deck block was no longer built in the prelude after '95, correct me if i'm wrong. But if your going for h22 turbo I would recommend a lude motor from '92-'95.
i think honda went to the open deck though due the advantages of better cooling. they could run more timing and getter better power etc. w/ the open deck design.
