Default 91 octane in CA

I was just watching the news and it seems that the reason for the lower octane is because the manufacturers are taking out the MTBE additive because it pollutes our water. I heard something about they're going to be adding Ethanol to our gas to help clean it up. Doesnt ethanol burn cooler? Wouldnt this be beneficial for performance, like running alcohol.
