Is 40 for an eclipse intercooler good??

40 bucks is a tad on the high side, But for a low-budget setup, these intercoolers work great. Lots of guys with dsms boost 15-17psi on these stock intercoolers. Yes, they are small and dont have the bling like big FMIC's but they get the job done, especially for doing Homemadeturbo/junkyard style kits. Just be sure to mount it in a spot that it will get sufficent air-flow.

Yeah i think thats what i need to do cause i have a 97 LX sedan and the only air flow is through the center of the bottom bumper so i need to find a good cheap welder.

Or..you can find TWO dsm intercoolers..and weld them together. And make a CHEAP FMIC.
My other friend sean had that ghetto IC on his 1g DSM, ran a LOW 12. They arnt bad for the money.

DSM stands for "Diamond Star Motors" (Eclipse, Talon, Laser, GVR-4).
DO NOT cut and weld SMIC's like that! It's a terrible way to do it, because the junction of the pipes creates a lot of turbulence. If you want ot weld 2 SMIC's together, you have to set it up for top-to-bottom flow, like this:

That SMIC will be fine for a low boost turbo kit. However, it is a very good idea to take it to a welder and have bigger inlet and outlet pipes welded on, like 2.25 inches. That increases flow and decreases pressure drop.

Sadly, I'd say that $40 is on the low side for the internet, especially ebay! I **** you not that I saw a USED 1g TEL intercooler like that go for over $160. It's possible the auction was "shill bid" but, they regularly go for $60+. I don't think they're really worth that much, but the next step is a fmic for ~$250+, so it's really not a bad compromise.
