Default wireing harness help needed.

so im haveing a bunch of problems with my 92 civic. cluster doesnt work but the lights comeing on so its getting power. no turn signals either. my old man wants me to just find the problem and change "whats wrong". should i go that route or like i was saying and go for a complete 0bd1 wire harness change? any thoughts concerns...

ps. trying to find the best and easiest way to get my baby back to normal.
