vtec ecu on nonvtec?

i was wondering if you can use a vtec ecu on a nonvtec swap? and if so can i use an obd1 p28 on a 97 civic ex with an ls swap?

if the ecu is chipped/tuned you can convert it to a nonvtec.
otherwise the check engine light will be on
