a and b should be connection of valve cover vacuum line ventilation make sure a is plugged and that you put a small air filter on b, unless you can find a way to bridged a hose from a to b that doesn't leak. the red nipple is for evap recalculation at start up to vent gas vapors. if this system was taken out then this is plugged up. i am using one of those plugs myself but im not sure how well they seal im having what i think to be some vacuum problems too try putting silicone in the nipple putting it on and letting it dry.

been having same problem with roaming idle but i think my problem is ecu based since i think my injectors are pumping at 100% at every throttle position and rpm.

Being your boosted you don't want to connect A to B. If you did that would pump positive pressure into your motor when you are in boost, and the point of B on a N/A motor is to release any positive pressure. You would be best to leave A plugged and put a small filter on B. And whoever did the swap more than likely took the evap system out so that's why the plug on top is covered. Try taking your IAC off the back of the manifold and using brake cleaner clean all the carbon and junk out of it. If it gets all gummed up it can cause surging at idle.
