Default setting up ecu correctly for locked vtec

I have a track car (99 civic HB) that i use for autocross and drag racing that i drive occasionally to meets.
I am using this vehicle to learn how to tune so please bear with me.

After having vtec engagement issues it came down to buying a new solenoid($$$) so i concluded that the benefit of more oil pressure and not having to worry about another expensive solenoid; i locked the rockers with JBtuned pins and removed the LMAs.

Now, it is all back together but i don't know what to do with neptune rtp.
I've tried researching what changes i need make to my ecu in order to be able to street tune it. but have not found any information.

any help is greatly appreciated.
i really want to get this thing runing.
It stands it fires right up with the OG tune but it wont stay on without throttle input.
*i know that locking the vtec this way is not the best way to do it. Roller rockers and killer type cams are in the works.
