Default Question about phearable.net

I am getting ready to boost my car and i have a few questions about the ECU's offered by phearable.net. When i buy a chipped ECU with crome for 150 dollars is that all i need for my tuner to tune my car? I know i need the OBD2-OBD1 conversion harness as well. How do you interface a laptop with the ECU?

then keep reading stuff on the pgmfi forum and you can learn everything you ever wanted to know about honda OBD0 and OBD1 ecu's.

So if i understand correctly you can either purchase an ECU with USB or an ECU that you have to use a chip burner. Am i correct? Where can i buy an ECU with USB and crome?
