Default Power to A21?

Civic is crank no start. Code 15 after cranking.
Been testing lots of stuff.
IS THERE IN FACT supposed to be approx. 10 volts at a21? I do not have that, 1v a little more, depending on method, and is it cranking, connected, not connected, dizzy connected, not?
New ignitor/coil.
Read hours of old unproductive threads here an PGMFI.
Checked yellow/blk wire from a21 to dizzy. Checked wires from dizzy plug to dizzy.
Are there still any of the guys around who used to help so much on those old threads?
The main capacitors have been replaced. Car primes.
I have q39 out of board now about to replace it, don't have the equipment to test it I don't think.
LSvtec, P28 looks pretty good, S300, BBG. car was running on fresh rebuild two weeks ago


Could I have clicked something in SManager? Dwell or something?

Wherever you are.

I repaired my P28 ECU after HOURS of reading posts where people didn't report the fixes, or it was something not even related, "I forgot I cut the wire" etc.

I was close to mailing it off for repair.
His mention of Q38/Q39 did it. Q38 was fine in my case.
Replaced Q39 c144 transistor with NOS part from Cameo Electronics on Ebay.
Started right up, I can't believe it.
