I have a obd1 tucked harness on my b18 with a p28 obd1 ecu that’s in a 2000 civic which is obd2.
do they make a adapter for a obd1 engine harness to connect to a obd2 chassis/dash connectors?
If no adapter exists can someone send me the pin outs for the connectors so I can make my own jumper harness

What is that OBD-1 engine harness supposed to fit ? You asked the question like what you have is a "one size fits all" solution... and that is not how this works. Assuming that the grey flat plug in your hand in the photos is the "crossover" plug, you will have to adapt/connect that wiring to the green and dark grey plugs under the dash in your car. A quality engine harness would have come with a crossover adapter... since it appears that you have a "Jack Spania" engine harness (or equivalent in quality), all bets are off because the design/engineering is really lacking.
If your car is a 99 civic then you need to use a OBD2B Engine harness that's either converted to OBD1 on the ECU plugs or most companies such as Rywire sells an OBD1 tucked harness and you have to buy the chassis adapter which will plug into the factory harness to adapt for gauge cluster, etc.
