ok so I chip ECU's as a side job and recently I have had 2 ecu do the same thing.
the first ECU is a P75 that was factory chipped and worked fine according to the owner.
now that I pulled the chip from the board and installed a Socket he says it wont rev past 2000 RPM the chip has no Luanch control and just a stock map for a b18b1.
However with a different ECU and the same chip it runs Fine.

now 3 weeks later I have a P28 that is doing the same thing. how ever i know this guy tried to start his car with out the grounds from the tranny to chassis or the ground from valve cover to chassis.

anyone know what could be causing this?

I re flowed the sockets and and all the chip parts as well as replaced the main capacitor.
