Can't really tell the software that is being used just by looking at the outside of a chip. I can tell that it is not Hondata and probably not Neptune. So it's more than likely Crome and the options are listed on the Crome website here.
No matter what. You will need to take it to someone with tuning hardware & software to change anything on that chip.
Once an ECU has been chipped you can use pretty much any of the Honda ROM editing software out there to tune it. The exception would be with Hondata and Neptune. Ether of these you would have to purchase their proprietary tuning hardware and install it as well. Along with a license of course.
