Default Check engine light..

I have an 89 hatch with a D16Y7 swap. The swap was done before i got the car. The check engine light stays on. The kid i got the car from said that the ICV valve is bad. Wouldn't that cause the car to idle wrong? I'm thinking its from the engine swap. The car runs strong with no idling problems. Is there a way i can get the light to go out? Like with a jumper or something?? Any help would be awesome, thanks!

*side note* the dude who had the car before me removed the fuse box in the engine bay, could this cause the check engine light?
