q31 has nothing to do with vtec.
From the picture you posted, it looks like some one converted your ecu to vtec using a generic transistor. Your code 21 issue is probably due to a faulty vtec conversion by who ever chipped the ecu.

Concerning q31 being burned, you probably plugged your evap purge solenoid into your intake air temperature sensor, damaging your intake air temperature sensor & your q31 transistor. Simply replace the intake air temperature sensor & remove the transistor at q31, the ecu should still function.

Good luck!

Honestly I couldn't tell you what your problem is with your vtec converted ecu. As I mentioned before it doesn't look like a very professional conversion. The issue could be anything....

Check your wiring to ensure you have the proper wires running to the iat sensor.

the issue may be related, remove the blown part and go from there.

the fundamental questions... has it ever worked?
what have you changed since it worked?
When did it stop working?

vtec & pwm have nothing to do with each other. By the looks of your ecu pictures, your ecu does not have pwm support added to it.

The code 22 can be due to not having a vtec pressure switch or it maybe due to a poor vtec conversion.

I think I found the problem. There is no jumper in J10 below the C60: 1uF 35v tantalum. Make sure but from what I can see there is no jumper in place there. Also check IC14 and see if you can read anything on it like 5050 or 5151 because when I tried to be cheap and reuse 5050's they very rarely worked correctly. Is it engaging vtec then CEL or is it never engaging and starts with a CEL.

u can only use the 505 for vtec conversion on the older style circuit boards. the new style board, u must use the 515 or else u will get a CEL for vtec after it pops for the 1st time

This is partly true even if you use 5050 in older boards they will give a CEL more often then not.

Not really. The 5050s work perfectly fine for the older boards...
