It's the best because it's the ECU that Honda ended up with after they did all of the R&D and tuning for the B16A2. It's the stock ECU for the 99+ Si
Now if your looking to run an OBD1 ECU that you can have tuned because you are planning on doing some engine modifications. Than I would choose the ECU with the components that you require and that is available. For a reasonable price of course. I think virgin P28's are getting harder to find these days. Most online dealers are selling P28 replicas. These are usually P06 ECU's with the VTEC switches and resistors added to them. If your looking to tune any chipable OBD1 ECU is workable.
