What are the rules for posting?

Just wondering why so many threads get locked. So what are grounds to have a thread locked?

re-posts, useless posts, posts that go to "****".... etc ...etc...

although. i do agree, there are a few threads on here that got locked for no apparent reason .....

Some of the threads being deleted are 100% drag racing related. Yet people are allowed to post 10 threads over and over advertising their business and nothing is done about that. Is this a technical forum or a magazine?
