Back-half and tube frame your car, get a fiberglass shell, put a turbo K20A in it and spray a 200 shot on top of the built internals while running the biggest slicks you can find.

In "the Fast and the Furious" Brian Spilner and Dom Torredo race and Brian puts his title on it. Dom wins but the car gets blown up by a group of asian racers/bikers. Later in the movie Dom says to Brian, "you owe me a 10 seconed car." So I guess one way to get a 10 seconed car would be to race for titles w/ someone who has a 10 seconed car.

92 cx HB gutted
gsr- sleeves, pistons, rods, blah blah blah.. fully built.
full race manifold.
precision turbo
3' DP, no exhaust
slicks /bogarts
a roll cage, scatter shield, wheel studs, *i know im missing a few others

Why dont you buy an auto magazine that has a feature on something similar so you can have an idea of their setup... OR you can browse through forums, where people often post their setups and 1/4 times. In a Civic (EG or EK) you can pull off a 10 sec turbo car for about 12k. I take it you want a dollar amount cause if you don't have the money don't bother. Just do it in stages.
