Suggestions needed on setup

I haven't post on here in some time, but have finally got myself back into the honda scene. I had a best friend pass away that was helping me build my car and a couple surgeries, not to mention the car was stolen. I started building the car about 8-9 years ago and for the most part it still up to date, but just ran into a little issue since I finally got it on the dyno. We'll here is the setup...
B16 head full port and polish supertech valve train.
B18b bottom end with RS machine sleeves.
Manly turbo tuff rods
CP 84mm pistons
GT4088r turbo
Top mount manifold (non divided tial 40mm wastegate)
4in dp
Hondata s300
Full blown dual walbro intank pumps
1000cc inj
Edelbrock intake manifold
My problem is boost creep is crazy with the 40mm and the GT40 so should I just upgrade to a 60mm tial wastegate(modify manifold) or just swap out the manifold for a divided manifold with dual 38 or 44's
I've already purchased 2000cc ID inj and had to get a new walbro since one took a crap in the dyno.
The car made 580 at 7800rpm's with 21 psi with only one pump, and c16. The boost creep wasn't controllable so we just called it a day.
What does everyone think the next step should be?

A single 60 gate will get the job done. I went with dual 45 gates only because of space issues but that's an option too. I have one gate on either side of the collector and it's not a twin scroll manifold.
