I think it depends on what kind of car you're refering to. If you have a all motor car, 13's are quite respectable. 12's aren't bad for a turbo car. For example, I saw a Chevelle at the track gutted with cage, cams chopping with big slicks go 11.80's. Not that impressive. I also saw a very mild looking and sounding fox body go 10.60's on E.T. streets. Impressive.
