Default IDRC appearance rule(paint)

Seems to be a rule for all classes BUT the Pro-Am classes.

Are the other sanctioning bodies the same?

Why is this a rule?

EDIT: Clarification- Why does my car need to be painted in order to run in classes other than Pro-Am?

I think it just has to be "presentable". Most straight primer jobs(can) look like ***, all streaky. If its done professional, I think even a primered car would be ok. The rule isnt very specific about it. "OEM quality" is what the rule says, but thats pretty damn broad.
