Default tire cleaning help

I just inherited this '69 Buick Special Deluxe from my brother in law. He had it stored outside with a car cover and somehow this pattern showed up on all four tires.

What is the best way to fix this? I don't want to just cover it up. I also don't have a garage to keep it, so what would be the recommended way to store it?

degreaser and a brush. Then dress the tires, you might need a couple of coats of dressing. Make sure you wipe the tires down after the final dressing to avoid sling.

I'm total noob about detailing. Would I use the same degreaser I would use on an engine?

Thanks. I'll look into that. I washed one tire with a 50/50 mix of Simple Green/water. While the white haze is gone, you can still see a distinct band.

So here's another noob detailing question: Will the tire dressing make everything it touches black or does it just make what it goes one shiny?

I don't want to have to worry about messing up the white letters on the tire.

Every tire dressing I have ever used is just to give it sheen/shine no color involved in it.

I would try something less aggressive than Simple Green :s that thing might be too strong to use on tire (i guess, might cause rip) . maybe use EAGLE1 A2Z wheel cleaner and dress it with Eagle1 wet tire dressing

Use a simple degreaser, simple green is hazardous for you and the car, bad choice of a product.

The westleys will not be safe on those wheels either, and is very caustic

Use one of meguiar's all purpose cleaners or get a product called biokleen all purpose cleaner, safe for the car and you
