Default Carb question

I had the timing belt go on my 85 crx so I swapped the head out and got it all together but i'm stumped on this one vacuum line.

Bottom of the carb, the line is capped off for now. Idle is low though.. like 500 rpm. Remove the cap and idle shoots up.

I can't find where this connects to.. can anyone help me out?

That looks like a CDM non-cvcc carb and I only really know about the USDM cvcc stuff, but given its location and size could it be part of the PCV system?
