well it depends on if its stock or a honda alarms. Try this if its a stock.
) Unlock Doors
2) Turn ignition key to "ON" position (II)
3) Press the "LOCK" or "UNLOCK" button on the remote
4) Turn the ignition key to the "OFF" position (0, I)
5) Turn the ignition key to the "ON" position
6) Press lock or unlock
7) Turn key to off position
8) on position
9) lock or unlock
10) off position
11) on position
12)lock or unlock - doors should cycle to indicate successful programming. If you only have one remote, turn ignition to off or don't touch anything. if you have 2+ remotes, go to 13:
13) lock on each transmitter that you need to program

post a pics of this controler. Since when did they not come with a unlock/lock button? It might not even be a alarm. How are you suppose to get in the car with a panic button?

The civic that is that year only has the alarm built into the radio. Your year is not like that. I say you look under the dash or in the kick pannel for the alarm brain. Trust me its not going to be that hard to find. The follow the wires to the switch.

This does not make any sence. Why would it have a silent panic. panic is suppose to make noice if your next to the car and your introuble. So you have a panic button your trying to program. I been doing alarms for years and your the one not making sence. post a pics of the remote or I think you need to go to the dealership.

Alright, look... If the "alarm" has only three buttons, and none of those are lock, unlock, arm or disarm, then how is it an alarm?
How do you arm the system? If it passively arms, how do you disarm it to get into the car??
