tweater location
you can get the tweeter parts from the 94-95 EX door panels and fit them to your panels. The dealership should have a template to cut the proper hole since it was a dealer installed option but it's been a while so they may not have that tool any more. Either way it's pretty easy to do yourself.
BTW, i have a completely brand new drivers side door panel with a pre-cut hole. the color is graphite black. I don't need it and never will. $50 plus ground shipping and its yours (sells for $170 new)

Location depends on the tweeter. What component set did you get? What material is the tweeter dome? You could screw then to the sailpanels with a surface mount and if they sound alright there, you can grab some bondo and shape/mold it into the factory piece. Or they might sound better in the kickpanels. But DO NOT CUT YOUR DOORPANELS!!! Why? Sail panels are like 10 bucks. Kickpanels are around $20 a piece to replace. And besides, tweeters tend to sound better if they are farther away giving you a deeper soundstage, giving you the perception the music is coming from your hood.
