Default Problem with operation of remotes

My problem began with the failure of both of my remotes to lock or unlock the doors. The security system also failed and the horn will not react to the panic button on the remotes. A dealer tech suggested that both remotes needed to be reprogrammed, but this failed. He then recommended trying the system with a new remote which he programmed to the system. This too failed. A secondary and troublesome problem which has developed is that the horn will blow intermittently at any time. It doesn't blow continuously but it does blow on say ten minute intervals for five or six minutes at a time, beep ... beep ... beep. Finally the dealer attempted to "disable" the system to prevent the horn blowing, but the disabling hasn't totally solved that problem and of course, we have lost the use of our remotes. I think that the "receiver", or the device which gets the signal from the remote may be defective, but the dealer is not at all certain that replacement of this module will solve the problem. Has anyone had any experience with a similar problem? This is on a '97 Accord SE 4dr sedan. The car has only about 62K miles and is in otherwise excellent condition.
