i have a 94 civic and don't need to press the clutch to turn it on please help me fix it

If you mean you no longer need to push the clutch in to start your civic, thats simple, bad or sticky clutch switch. They can fail, and they do, its simple to locate and replace. Look up above the clutch petal and you will find it.
