Default Head Unit Intall - Constant 4V?!?!

Trying to install a new JVC head unit. Nothing fancy, just your basic in dash cd player.

I'm replacing an old Pioneer deck that was working fine except it wouldn't eject CDs anymore.

After wiring everything in, the new JVC deck doesn't turn on. I took a voltmeter to the wiring and the ignition wire and ground wire checked out, but the constant power wire is only giving off 4 volts. Any ideas?

Check the fuse under the hood. Its a 7.5amp. Also check the fuse under the driver kick pannel.

Partially blown fuse, damaged wire, or bad ground.
