Dome Light Flashing
No it is not, unless dome light "supervision" is connected and the alarms dome light supervision output is designed to do that.
Does the dome light come on when you disarm the alarm?

Yes the dome light comes on when I disarm the car. It's in a 2001 GSR
I have H1/8 and H1/9 connected to the cars Light Green/Red door trigger wire.
Do you think I could have damaged anything?

Glancing through the owners and install guides I can find nothing that indicates that the dome is supposed to flash when the alarm is triggered, what do you have the H3/A Black/White, [dome light supervision relay input] connected to?
It should be ground.
Also are you sure it's the dome light and not the dash lights, I mean can you see the dome light coming on or are you just seeing the inside of the car light up?

H3/A is grounded and H1/11 White is connected directly to the cars Parking Light Black/ Red strip.
The Dome light is definitely Flashing, it looks pretty cool but I don't want it to flash if it's not suppose to.

You have the white park light output from alarm connected to "cars Parking Light Black/ Red strip"?????
The park light circuit in a 2001 Integra, red/black and found in a green plug above the fuse box, or better yet, at the park light free pin on the fuse box itself.

If you are using the dome light supervision. And its hooked up correclty, yes it will flash the domelight if the alarm is going off.

I have done more then a few dome light supervisions with DEI alarms and can't remember any of them flashing with a triggered alarm.
Also as I noted, I could find no mention of it in either the install or owners guides.

Well I know from the past 5 years its been like that. Most did not know because most never looked. I noticed it and was like wtf and called tech and it suppose to do this. I never looked too. Till one nite a customer picked up his car late and I set the alarm off. I know it does it on dei alarms, audiovox, grime stopper.

Probably because when you tested the alarm you opened the door which would then prevent the flashing.
