2way/3way means in an actual speaker. 1 SPEAKER. its how many cones/tweeters are built into it. most 6.5"s are 2 way, most 6x9's are 2 or 3 way.

Assuming a pair of 2-way components - you have a three way system
You can describe systems in multiple ways - and they don't have to relegate it to actual speakers or a set of co-axes.
So there's really three ways to go - you can describe a single speaker (i.e. a co-ax or two-way speaker), a front stage (like your typical midbass + tweeter comp set is a two-way) or the whole system - front stage + sub. Generally I ignore rear fill because it sucks
For example - I have a three-way front stage planned for my car - it's all active. But the system as a whole is 4 way. So, a sample 4 way system would have high, midrange, midbass, and then subwoofer drivers.
How you describe the system has nothing to do with the number of cones, but rather with the number of crossover points. It's basically the number of crossover points plus 1.
