Default D16Z6 won't go over 5000 rpm (tops out at 75mph) HELP

Hello, i have a 1994 honda del sol si Manual. This car has been through owner after owner. Idek how many total. This problem has persisted since two owners ago and know I'm here to figure it out.
She has spark, oil and fuel pressure, compression, good tranny oil.
I've locked the rockers so that "vtec" would always be active and I seam to have no difference.
new coil, wires, and spark plugs.
I need all the ideas you may have.

Did you ever figure this out?

I would personally consider checking if the cat is plugged up, if it has one.

I forget if this is fuel injected, likely yes. Have the injectors been checked to make sure theyre flowing enough fuel?

Have you checked fuel pressures under load? Possible fuel pump/filter wearing out or clogged up.

Its been some time since you posted this so i wont spend more time here now. Let us know if youve figured it out or still need help.

So, I posted my original when I was in tech school. After I came home (I didn't have it at school) I lashed the valves and checked my timing. By twisting the distributor we tried it with oem spec, we advanced it, and even tried turning it down. No change. The car felt a bit better but no change in speed or RPM. I ran new coil wires and checked to see if the solenoid was getting power. The fuel pump and filter are only a couple years old. I'm hoping it's not a transmission issue. I don't think it is because it's a manual.
I'm currently not home. So the projects ganna have to wait but I'm going to replace a few fuel related parts and go from there (relay, regulator, possibly a ecu)

Sounds like it has the wrong ecu. Possibly a d15b8 ecu.

THis is a gearing problem, 75mph, your in first gear probably
