Default b18a/b blocks the same?

I have a 96 integra ls which i plan on building a motor for. it has the b18b1 in it, i also have a b18a1 long block that needs rebuilt. Are the a1 and b1 bare blocks the same? If not what is different. I would like to build the a1 and put the b1 head on it. Thanks guys. oh what issues will i run into by putting a a1 block into a obd2 car?
